State Los Santos is busy for most of the day rather than one evening: it stays above its 39-player daily average for 10 straight hours, 12:00–22:00 UTC, averaging 72 across that stretch and peaking at 19:00 UTC with 97. Outside it the city empties: across 23:00–12:00 UTC it averages just 13 players, bottoming out at 04:00 UTC on 3, so an off-peak login means an all-but-empty server.

Capacity is a real constraint here: against 128 slots its peak this week hit 118 — 92% of the server — and when anyone is on it, it averages 38 players, which is 30% full. It is also filling up: it averaged 42 players across 16 Oct–18 Oct, up 20% on the 35 it averaged across 12 Oct–14 Oct.
