We count the players on this server every five minutes and keep the history.
Justice City is busy for most of the day rather than one evening: it stays above its 77-player daily average for 9 straight hours, 16:00–01:00 UTC, averaging 125 across that stretch and peaking at 19:00 UTC with 142. Its longest quiet stretch is 02:00–13:00 UTC, averaging 39 players — thin by its own standards, but still a running city rather than an empty one.
Its 2,048 slots are far more than it uses: when anyone is on it, it averages 77 players, and the busiest single moment of the week reached only 154 — 8% of capacity. It is thinning, though: it averaged 71 players across 2 Sept–4 Sept, down 12% on the 81 it averaged across 29 Aug–31 Aug.
That puts Justice City ahead of 98% of the 43,941 FiveM servers ViceHub tracked consistently this week, ranked on peak concurrent players. That is measured from our own five-minute checks, not from anything the server claims about itself.
Under the hood Justice City runs Qbox with 446 resources loaded — a heavy build, using pma-voice for voice and ox_inventory for inventory.
One row per full day (UTC). Average counts every check taken that day, including the ones that found nobody online.

We do not publish an uptime figure. When a check finds nobody online, we cannot tell an empty server apart from one that was switched off — so any percentage would be a guess. How we measure this.
