We count the players on this server every five minutes and keep the history.
Justice City is busy for most of the day rather than one evening: it stays above its 84-player daily average for 10 straight hours, 16:00–02:00 UTC, averaging 128 across that stretch and peaking at 18:00 UTC with 141. Its longest quiet stretch is 02:00–14:00 UTC, averaging 48 players — thin by its own standards, but still a running city rather than an empty one.
Its 2,048 slots are far more than it uses: when anyone is on it, it averages 83 players, and the busiest single moment of the week reached only 150 — 7% of capacity. Day to day it barely moves: across those 7 days its daily averages stay within 13% of each other, so this is a settled population rather than a spike.
That puts Justice City ahead of 98% of the 42,357 FiveM servers ViceHub tracked consistently this week, ranked on peak concurrent players. That is measured from our own five-minute checks, not from anything the server claims about itself.
