We count the players on this server every five minutes and keep the history.
Department of Justice Life Server is busy for most of the day rather than one evening: it stays above its 11-player daily average for 9 straight hours, 21:00–06:00 UTC, averaging 19 across that stretch and peaking at 02:00 UTC with 25. Outside it the city empties: across 06:00–18:00 UTC it averages just 4 players, bottoming out at 12:00 UTC on 1, so an off-peak login means an all-but-empty server.
You can walk straight in: when anyone is on it, it averages 11 players against 150 slots (7% full), and even its busiest moment of the week, 80 players, left 47% of the server free.
