Outside it the city empties: across 09:00–20:00 UTC it averages just 9 players, bottoming out at 13:00 UTC on 4, so an off-peak login means an all-but-empty server.

Capacity is a real constraint here: against 100 slots its peak this week hit 89 — 89% of the server — and when anyone is on it, it averages 17 players, which is 17% full. It is also filling up: it averaged 29 players across 18 Jul–20 Jul, up 1554% on the 2 it averaged across 14 Jul–16 Jul.
