The window to join FoxCity is 15:00–23:00 UTC, when it averages 24 concurrent players — well clear of its 11-player round-the-clock average. It bites hardest at 20:00 UTC, averaging 38. Outside it the city empties: across 00:00–15:00 UTC it averages just 4 players, bottoming out at 04:00 UTC on 0, so an off-peak login means an all-but-empty server.

Its 400 slots are far more than it uses: when anyone is on it, it averages 11 players, and the busiest single moment of the week reached only 51 — 13% of capacity. It is thinning, though: it averaged 10 players across 16 Oct–18 Oct, down 20% on the 12 it averaged across 12 Oct–14 Oct.

That puts FoxCity ahead of 96% of the 42,434 FiveM servers ViceHub tracked consistently this week, ranked on peak concurrent players. That is measured from our own five-minute checks, not from anything the server claims about itself.
