We count the players on this server every five minutes and keep the history.
The window to join 5Star is 05:00–10:00 UTC, when it averages 2 concurrent players — well clear of its 1-player round-the-clock average. It bites hardest at 07:00 UTC, averaging 4. Outside it the city empties: across 10:00–20:00 UTC it averages just 0 players, so an off-peak login means an all-but-empty server.
Its 100 slots are far more than it uses: when anyone is on it, it averages 1 player, and the busiest single moment of the week reached only 21 — 21% of capacity. It is thinning, though: it averaged 0 players across 2 Sept–4 Sept, down 95% on the 2 it averaged across 29 Aug–31 Aug.

We do not publish an uptime figure. When a check finds nobody online, we cannot tell an empty server apart from one that was switched off — so any percentage would be a guess. How we measure this.
