We count the players on this server every five minutes and keep the history.
City of Dreams is busy for most of the day rather than one evening: it stays above its 69-player daily average for 10 straight hours, 21:00–07:00 UTC, averaging 119 across that stretch and peaking at 01:00 UTC with 147. Outside it the city empties: across 07:00–20:00 UTC it averages just 31 players, bottoming out at 10:00 UTC on 11, so an off-peak login means an all-but-empty server.
Capacity is a real constraint here: against 200 slots its peak this week hit 168 — 84% of the server — and when anyone is on it, it averages 71 players, which is 35% full. It is thinning, though: it averaged 66 players across 1 Sept–3 Sept, down 14% on the 77 it averaged across 28 Aug–30 Aug.
That puts City of Dreams ahead of 99% of the 43,770 FiveM servers ViceHub tracked consistently this week, ranked on peak concurrent players. That is measured from our own five-minute checks, not from anything the server claims about itself.
Under the hood City of Dreams runs ESX with 430 resources loaded — a heavy build, using pma-voice for voice and ox_inventory for inventory.
One row per full day (UTC). Average counts every check taken that day, including the ones that found nobody online.

We do not publish an uptime figure. When a check finds nobody online, we cannot tell an empty server apart from one that was switched off — so any percentage would be a guess. How we measure this.
