Outside it the city empties: across 00:00–17:00 UTC it averages just 3 players, bottoming out at 06:00 UTC on 0, so an off-peak login means an all-but-empty server.
You can walk straight in: when anyone is on it, it averages 7 players against 64 slots (11% full), and even its busiest moment of the week, 39 players, left 39% of the server free.
